Puppy found in litter bin outside Kings Gardens Tea Rooms in Southport this morning

A post on their Facebook page states...

There was a puppy found in a bin on the promenade this morning. It had been put in a bin bag and duck taped. How absolutely vile is that. It is now safe. If anyone has genuinely has had it stolen please contact me and I will let you know where it is. Obviously a full description will be required and proof. To the person who did this, I hope karma comes your way today
